Attorney General
Hello. I am Sasha. I am the Attorney General of this group. I valiantly believe that our country has the complete capability to restore our standards, even after this war. I am determined to see our country soaring, and I will do anything, to help us reach this place.
I am the President's main legal advisor in matters pertaining to our great country. I will make sure that all laws, acts, and amendments, are being followed and not violated. I have the power to appoint investigation teams, and I have begun to do so, for the prominent welfare in the Southern communities. I have also prepared a set of requirements that the Southern states have to supersede in order to be readmitted into the US. I will make sure that the reconstruction amendments, the 13th, 14th, and 15th amendments, are being implemented in our daily lives. I will address the Ku Klux Klan, and stop them forever, with the assistance of my fellow group members. For violation of our policies, laws, amendments, and acts, I have designated specific fines.

Policies
How will you enforce laws?
Violations of major laws and amendments are punishable by fines, punishments and jailing. For minor offenses, patrol and small fines are issued. If it is extremely major, and death is awarded, the criminal must be taken to either the State of Supreme Court. If not, the criminal has the right to a trial and jury at local courts. The North will be sending soldiers to the South to enforce laws and make sure that whites are following all the rules and are not mistreating former slaves.
How will I make sure that people are receiving justice:
Operation: Civil War will appoint all state judges and supreme court judges to make sure that everything and all rulings are fair. Operation: Civil War expects that proper judges are chosen for local courts. Every citizen has the right to fair and quick trial and to know what they did wrong etc. based on the Bill of Rights. Operation: CIvil war will do their best to hear everybody’s complaints and try to keep order.
Investigation Teams:
We will send investigation teams consisting from 15 people all the way to 40 people for big states to all 50 states. The investigation teams will be the representatives of the Operation:Civil War and will ensure all citizens receive justice. They will be visiting courthouses, jails,etc- also receiving reports on the Jim Crow Laws and the Ku Klux Klan. These investigators have the right to imprison and punish people who break Operation:Civil War rules.
Requirements of the Southern States:
Operation:Civil War requires:
Convincing South to return:
- The North, in partnership with Operation: Civil War is willing to set up new schools, facilities and help the South’s economy get going on against. We have also decided to help pay off any debts. However, if the South refuses to join, the North will bring out all troops and Freedmen’s Bureau to help them but slaves will still remain free according to the Emancipation Proclamation.
Enforce any new laws?
Civil War Act of 1875: The last biracial act, this protected ALL Americans in access to public transportation and facilities. However, it was declared unconstitutional by the Supreme Court and was never enforced.
Operation: Civil War re enforces the Act of 1875 and decrees it to be followed by all citizens.
Policies about the readmission of the south:
The south has to make sure to follow and accept all the criteria. They must make sure to send proper representation back to Congress and participate in decision making. This will benefit the North because the country is once again alike and will have a support system. The south is also able to trade with the North and able to receive help to reform their homes. The country as a whole is the only time to produce optimum results and fend themselves from any of the outside.
Appointing People:
Operation Civil War will be appointing a certain number of people to every state depending on population and area to keep them in order. These individuals will run the certain cabinets for their states and make sure that all rules and policies are being followed and everyone receives fair treatment and justice.
Justice Department and policies:
A justice department will be assigned to every state including people that were unbiased chosen. The department is in charge that all courts are following rules and making sure that the KKK are getting proper punishment, the Jim Crow laws are banned, slavery is not used etc. They are also in charge of deciding outcomes of cases if they are extremely important. All justice departments will report to the Attorney General or people in the Attorney General’s cabinet.
All courts and men in the law system are required to give fair judgement regardless of color, race, sex, or religion. If anything is done wrong, the justice department is allowed to interfere. Freedmen are listed under the amendments- right to jury, quick trial etc. as well as the white men.
Enforcing the 13th amendment:
The 13th amendment, which abolished slavery in the United States, was ratified on December 6. 1865. The Congress passed the law in January 1865 and sent it to the states to give consent.
Operation: Civil War will send a few Northerners every quarterly year to the south to observe premises and stop any slavery. Those men who commissioned slavery, or servitude without payment, will be severely punished based on the year's, work or buy the jury. If after first offense, they continue to slave men or their families, these Whites (or even blacks) will have to serve up to 2 year in jail.
14th Amendment:
This amendment gives citizenship and equal rights to all people born or naturalized in the USA. it forbids any state from denying life, liberty and property.
Operation: Civil War’ s big priority is the rights of life and, liberty and property. Any disputes regarding these rights should take their disputes to courts and present their problem to a judge. Major disputes will be taken to higher level courts with people from Operation: Civil War will be present. A black can also sue, and hold court because they are now official citizens of the US.
15th Amendment and poll taxes:
African Americans are given the right to vote under the statement: right of citizens of the United States to vote shall not be denied or abridged by the United States or by any state on account of race, color, or previous condition of servitude.
Operation: Civil War requires all polls to be available to every citizen of the United States, regardless of race, color etc. Our Operation allows Blacks to take a case to court if polls are denied to them. As for poll taxes, Operation: Civil War considers it unconstitutional and illegal for poll taxes to be issued because it discriminates between the rich and the poor. However polls may choose whether or not to issue a literacy test to everybody. The test must be created by either the United States Government or Operation:Civil War and do not allow the states or counties to choose who passes or doesn’t.
Freedmen’s Bureau and How We Will Enforce It:
The bureau was created by Congress to assist the Southern whites and blacks make a transition from a society based on slavery to freedom. Their responsibility included introducing a system of free labor, overseeing 3000 schools for freed people, settling disputes between blacks and their former white landowners and securing justice for blacks.
Although President Andrew Johnson decided the Freedmen’s Bureau was unconstitutional, Congress passed the bill. Most of the Southern men did not want the blacks to have any rights and since the Bureau lacked military force. Freedmen’s bureau was successful in some aspects- such as creating schools.
Operation: Civil War fully supports the Freedmen’s bureau and urges more financial aid to go into it. Reconstruction can work better with this plan. Our Operation also exhorts that military must be used for this and if any of the South fight back (physically) they will not be allowed back into the Union.
The Operation will enforce the Freedmen’s Bureau policies in all former Confederate states and will require them to be followed. We will be setting up schools for former slaves to learn and such.
Stopping the Ku Klux Klan
The Ku Klux Klan was an terrorist army consisting of White sheriffs, mayors, judges, ordinary citizens all over the South. They systematically murdered black politicians and whipped and beat black citizens. They all killed blacks for having jobs that whites wanted and reasons like that.
A few governments fought back, thankfully. In Tennessee, Arkansas and Texas policemen arrested Klan members that carried out executions. The federal government's empowered federal authorities with the Enforcement Acts of 1870 and 1871.
The Enforcement acts were there to prohibit the attacks of Ku Klux Klan. The criminal codes allowed blacks to keep their rights, jobs etc. IF the states fail to attack, then the federal government can intervene.
Operation: Civil War decrees that all Enforcement Laws must be followed and if broken can be punished by federal offense. For states to be allowed back, they must take charge against the Klan. If a certain state’s government is part of the Klan- they will be prohibited to the country unless their ideals change. The Enforcement Acts allow all Ku Klux Klan killings to be made an federal offense and anyone seen hurting, ignoring the killings or destroying property will have to pay a fine up to $ 141 and stay to jail for up to 10 years. Anyone committing murder or any other sign of extreme violence will be put to jail for life and under the court, will be decided for anymore punishment.
Lincoln’s 10% plan:
On December 8, 1863, Lincoln announced the 10 Percent Plan which only required 10% of the former Confederate state voter’s to pledge an oath before the state could join the Union again. it offered pardon and restoration of property except slaves to Confederates who swore allegiance to the Union.
Operation: Civil war agrees with the terms that Lincoln set, however also demands that states grant slaves not only freedom but equal rights and opportunities. However, for popular sovereignty, we want the percentage of votes to be at least 20%. And last, in order for most Southern states to be allowed back, they must follow and agree to more terms and requirements.
Jim Crow Laws:
These laws separated the Blacks and the Whites, condemning African Americans to different facilities and treatment.
Operation: Civil War in response to the Jim Crow Laws will enforce the Civil Rights Act of 1964. This group also states all Jim Crow Laws illegal and ban separation of premises in the United States. The Civil Right Acts of 1964 outlawed major forms of discrimination: sex, race, color, religion etc. This Act will put a stop to unequal voting requirements and segregation at schools, workplaces etc.

- Punish all Ku Klux Klan doings- and consider them illegal.
- Allow the Freedmen’s Bureau to make changes and start up facilities
