Secretary of Housing and Development
Hello. I am Deepa. I am the Secretary of Housing and Development. By carrying out this role, I have been given the vital task of making sure that the African Americans emerge back into society, and no segregation, or racism, is shown in a Southern community. I am responsible for making sure that the new freedmen have access to housing, without being discriminated. I will also support community development.
Policies
The Ku Klux Klan was an terrorist army consisting of White sheriffs, mayors, judges, ordinary citizens all over the South. They systematically murdered black politicians and whipped and beat black citizens. They all killed blacks for having jobs that whites wanted and reasons like that.
A few governments fought back, thankfully. In Tennessee, Arkansas and Texas policemen arrested Klan members that carried out executions. The federal government's empowered federal authorities with the Enforcement Acts of 1870 and 1871.
The Enforcement acts were there to prohibit the attacks of Ku Klux Klan. The criminal codes allowed blacks to keep their rights, jobs etc. IF the states fail to attack, then the federal government can intervene.
Operation: Civil War decrees that all Enforcement Laws must be followed and if broken can be punished by federal offense. For states to be allowed back, they must take charge against the Klan. If a certain state’s government is part of the Klan- they will be prohibited to the country unless their ideals change. The Enforcement Acts allow all Ku Klux Klan killings to be made any federal offense and anyone seen hurting, ignoring the killings or destroying property will have to pay a fine up to $ 141 and stay to jail for up to 10 years. Anyone committing murder or any other sign of extreme violence will be put to jail for life and under the court, will be decided for anymore punishment.
- How do you plan to increase home ownership?
- How do you plan to build homes? There will be two houses on one acre. Each of these houses will shelter 8-10 families. Each family in the house will receive 2 bedrooms and 1 bathrooms.
- How do you plan to increase access to affordable housing? I plan to give out loans to families that are in need of housing, but can’t afford it. We will reduce the prices of houses for a while (because we need to flourish our economy too) so we can wait for people to get their money, through work or loans, and buy a house. When the majority of our population has a roof above their heads, we will start raising the prices of houses again.
- How do you plan to support the development of the community? The government plans to support the development of the community by giving money, organizing festivals/meetings/clubs for interaction, giving loans and scholarships. We also plan to send famous and respectable people to come meet every community to see how everyone is doing and to help engage bonding.
- How do you plan to create a sense of community in the South? I will plan get togethers where African Americans and Americans (Whites) can interact, meet each other, and learn about one another. We could have games in which little kids could interact with each other and work together. This would help the environment at school and it will also bring fresh, innovative thoughts of the new generation which will not result in racism, but will result in teamwork. For ladies, we could have sewing or knitting clubs where they interact with one another. We could also have potlucks where they share recipes. By the people meeting one another, they will learn to know one another very soon, and there will be a sense of love, caring, and compassion in the community, Yes, in the beginning, things will not work as well, for something new would be occurring, but soon enough, everyone will get used to one another. In the beginning, I would make these meeting mandatory, and soon, after the press of must coming has been removed, it will be so long that they will forget their differences and learn to be a family. For men, we could have fishing trips, sports clubs, and camping trips where they could interact with one another. We would also produce a weekly community newspaper where there are whites and blacks, regardless of their skin color, working together to communicate and express their ideas. We will have many meeting between these two races, and hopefully, bonding will occur. After bonding occurs, the government will not have as much of a stand in mandatory meetings. Instead, we will leave it up to the close-knit community to organize meetings themselves.
- How will you reduce racism? Our frequent meetings aim to develop a friendship between these two races. This friendship is intended to bring happiness and loving feelings, not racism. Also, we will ban all forms of segregation. EX: Water Fountains for whites and water fountains for the colored. We will have multiple water fountains, but any race could drink from it. We can’t completely outlaw racism, for it will override our first amendment, which consists of freedom of speech. However, we can reduce it by making sure there are no forms of segregation and friendships are being created.
- What will you do about the KKK? The Klu Klux Klan is an obstruction in our way to a peaceful society, for they will not calm down, especially when slavery has been declared illegal. We plan to imprison members of the Klu Klux Klan, until they die, for if we kill them, then uprisings would occur in the South and reconstruction can never be successfully accomplished. However, not all of the members of that organization will be imprisoned. Only men with the greatest offenses will be placed in jail. The other men will be under close surveillance, and if they tried to do something in violation of the new amendments and laws in favor of the freedmen, they would be placed in jail.

- How will you assist freedmen with housing? We would build big houses with would support many African American families. (7-12) These houses will be big as one average apartment complex. Since there will be many families in the house, all the families will pay the rent together. The rent of the house will be comparatively less because there will be more than one family so there will be a less amount of money that
- How will you reduce segregation in the South? To reduce segregation, we will outlaw all forms of differentiation. For example, there has been reported that there are signs which decide if only whites can do something there or colored. We will completely outlaw and ban them. Since we are so passionate about stopping segregation, we will have our stationed soldiers inspect their respective areas to see if there are any signs of segregation. If they are found, and the person responsible is caught, there will be a fine or imprisonment, depending on the severity of the offense. (SPECIFIC PUNISHMENT?)
- Make plans about how you will help the freed people emerge into society. I will use the policies that I have described.
- How will you help with schooling of African American students? We know that in segregated schools, the white schools have better teachers. Since we want to completely ban segregation, we will not differentiate between white and colored schools. We will also give better training to the African Americans who wish to be teachers, so the Americans and African Americans, both, can work together, as students and faculty members, in a school, which will hopefully develop a positive reaction resulting in friendship.
- How will you help mothers of the community (African Americans)? We will have a club/gathering group for specially mothers. Mainly these bonding groups are made so that the newly freed people can emerge into society. Here, the African American mothers can communicate with and learn about the realms of this society from them. They can help each other out together.
- Make a chart about schooling of African American children. Show data about conditions and numbers before the war, during the war, and after the war.
- What will you do to help the health of the freedmen? We will set up more clinics and hospitals. Here, freedmen will be able to receive proper health treatments. We will not segregate this medical buildings. This will aide in reducing segregation, for we will be allowing Americans (Whites) to come to this clinics. We will also have various races of doctors at the clinics. This will give us a variety of ethnicity and help build friendship and communication between the two (or more) races.
- How will you apply the Freedmen's Bureau to help the freedmen? The Freedmen’s Bureau was created in order to help the Freedmen emerge into society, without being discriminated. The Freedmen’s Bureau distributed items needed in daily life to the African Americans such as food, clothing, rations, water, healthcare, and jobs. It also helped the Freedmen communicate with their families. We will help feed the freedmen by using the rations given to us through the Freedmen’s Bureau. We will also implement the act that this Bureau created where planters could ask for food from the Bureau to feed their employees. We will give them jobs. We can still have them work on a plantation, but as employees, not slaves. We can also have them educated and work as teachers. If we educate the Freedmen, we can have them hold any position in our economy! They could be Congressmen/Congresswomen, doctors, teachers, scientists, and many more different occupations. The Freedmen’s Bureau spent more than 5 million dollars in education. By the end of 1865, 90,000 former slaves were enrolled in a school. We will eliminate segregation and have schools for all students, regardless of their race. We will have White teachers at first, and simultaneously, be training other colored people as well to become teachers. To make sure the White teachers do not show discrimination, we will send teacher volunteers of the Bureau to teach as well and monitor the school systems. To help create more jobs, we will use this strong education base. We could also employee educated Freedmen in the Bureau as superintendents or they could go to the South and help in their respective areas. (EX: They could work at hospitals as a surgeon.) The Bureau also helped reunite families. They also made marriages legal, for the African Americans’ marriages were not legal.
- How will the Jim Crow Laws hinder your attempts to help society? The Jim Crow laws influenced segregation in the South. This will hinder my attempts, for I am trying to make this country one whole with great moral values once again, but these laws are still trying to the establish the feeling of discrimination in our country. We could request Congress to vote to repeal this law. We could also influence the people in our communities to not pay heed to these laws, and convince them with our morals, clubs, interaction, and more, to help them believe that segregation and discrimination is not the best option. If the people would not adjust to this way of life, we would begin imposing taxes and punishments for not following the federal laws and paying heed to the amendments. If we all join together, as one, Freedmen and Whites, we can all not follow and pay heed to the Jim Crow Laws.
