Policies
enforcing Reconstruction amendments
Enforcing the 13th amendment:
The 13th amendment, which abolished slavery in the United States, was ratified on December 6. 1865.
Operation: Civil War will send a few Northerners every quarterly year to the south to observe premises and stop any slavery. Those men who commissioned slavery, or servitude without payment, will be severely punished based on the year's, work or buy the jury. If after first offense, they continue to slave men or their families, these Whites (or even blacks) will have to serve up to 2 year in jail.
14th Amendment:
This amendment gives citizenship and equal rights to all people born or naturalized
in the USA. it forbids any state from denying life, liberty and property.
Operation: Civil War’ s big priority is the rights of life and, liberty and property. Any disputes regarding these rights should take their disputes to courts and present their problem to a judge. Major disputes will be taken to higher level courts with people from Operation: Civil War will be present. A black can also sue, and hold court because they are now official citizens of the US.
15th Amendment and poll taxes:
African Americans are given the right to vote under the statement: right of citizens of the United States
to vote shall not be denied or abridged by the United States or by any state on account of race, color, or previous condition of servitude.
Operation: Civil War requires all polls to be available to every citizen of the United States, regardless of race, color etc. Our Operation allows Blacks to take acase to court if polls are denied to them. As for poll taxes, Operation: Civil War considers it unconstitutional and illegal for poll taxes to be issued because it discriminates between the rich and the poor. However polls may choose whether or not to issue a literacy test to everybody. The test must be created by either the United States Government or Operation:Civil War and do not allow the states or counties to choose who passes or doesn’t.

stopping the ku klux klan
The Ku Klux Klan was an terrorist army consisting of White sheriffs, mayors, judges, ordinary citizens all over the South. They systematically murdered black politicians and whipped and beat black citizens. They all killed blacks for having jobs that whites wanted and reasons like that. A few governments fought back, thankfully. In Tennessee, Arkansas and Texas policemen arrested Klan members that carried out executions. The federal government's empowered federal authorities with the Enforcement Acts of 1870 and 1871.
The Enforcement acts were there to prohibit the attacks of Ku Klux Klan. The criminal codes allowed blacks to keep their rights, jobs etc. IF the states fail to attack, then the federal government can intervene.
Operation: Civil War decrees that all Enforcement Laws must be followed and if broken can be punished by federal offense. For states to be allowed back, they must take charge against the Klan. If a certain state’s government is part of the Klan- they will be prohibited to the country unless their ideals change. The Enforcement Acts allow all Ku Klux Klan killings to be made an federal offense and anyone seen hurting, ignoring the killings or destroying property will have to pay a fine up to $ 141 and stay to jail for up to 10 years. Anyone committing murder or any other sign of extreme violence will be put to jail for life and under the court, will be decided for anymore punishment. We will also pass the Ku Klux Klan Act (1871) which gave military protection to the Freedmen.

jim crow laws, racism, and segregation
These laws separated the Blacks and the Whites, condemning African Americans to different facilities and treatment.
Operation: Civil War in response to the Jim Crow Laws will enforce the Civil Rights Act of 1964. This group also states all Jim Crow Laws illegal and ban separation of premises in the United States. The Civil Right Acts of 1964 outlawed major forms of discrimination: sex, race, color, religion etc. This Act will put a stop to unequal voting requirements and segregation at schools, workplaces etc. The Civil War Act of 1875: The last biracial act, this protected ALL Americans in access to public transportation and facilities. However, it was declared unconstitutional by the Supreme Court and was never enforced.
Operation: Civil War re enforces the Act of 1875 and decrees it to be followed by all citizens. We will also make segregation illegal, so that there is no place in the United States that will be segregated.

Enforcing the freedmen's Bureau
The bureau was created by Congress to assist the Southern whites and blacks make a
transition from a society based on slavery to freedom. Their responsibility
included introducing a system of free labor, overseeing 3000 schools for freed
people, settling disputes between blacks and their former white landowners and
securing justice for blacks. Although President Andrew Johnson decided the Freedmen’s Bureau was unconstitutional, Congress passed the bill. Most of the Southern men did not want the blacks to have any rights and since the Bureau lacked military force. Freedmen’s bureau was successful in some aspects- such as creating schools.
Operation: Civil War fully supports the Freedmen’s bureau and urges more financial aid to go into it. Reconstruction can work better with this plan. Our Operation also exhorts that military must be used for this and if any of the South fight back (physically) they will not be allowed back into the Union. The Operation will enforce the Freedmen’s Bureau policies in all former Confederate states and will require them to be followed. We will be setting up schools for former slaves to learn and such.

lincoln's 10 percent plan and the wade-davis Bill
On December 8, 1863, Lincoln announced the 10 Percent Plan which only required 10% of the former Confederate state voter’s to pledge an oath before the state could join the Union again. it offered pardon and restoration of property except slaves to Confederates who swore allegiance to the Union.
The Wade-Davis Bill (pictured LEFT) was passed by Radical Republicans and some Republicans in 1864. This bill was vetoed by President Lincoln. It required 50% of the state's population to swear to the United States with allegiance, accept that slavery is illegal, and take an Ironclad Oath. The Ironclad Oath was mainly to take the Ex-Confederates out of the political arena during the period of reconstruction, so that there weren't any obstructions towards our goal.
Operation: Civil war agrees with the terms that Lincoln set, however also demands that states grant slaves not only freedom but equal rights and opportunities. We are aiming towards a nation with equal rights, so However, for popular sovereignty, we want the percentage of votes to be at least 20%. And last, in order for most Southern states to be allowed back, they must follow and agree to more terms and requirements.

Bringing Back the community feeling with freedmen
We will plan get togethers where African Americans and Americans (Whites) can interact, meet each other, and learn about one another. This would help the environment at school and it will also bring fresh, innovative thoughts of the new generation which will not result in racism, but will result in teamwork. We would also produce a weekly community newspaper where there are whites and blacks, regardless of their skin color, working together to communicate and express their ideas. We will have many meeting between these two races, and hopefully, bonding will occur. After bonding occurs, the government will not have as much of a stand in mandatory meetings. Instead, we will leave it up to the close-knit community to organize meetings themselves. We will organizational meetings where the different races will be able to interact with each other. This will help increase interaction and eventually build a positive relationship. We will not segregate and everyone will be able to attend the clubs. We will have people of the Bureau monitoring the clubs. These clubs will be mandatory for a while, and then people will start coming as usual. We will also make all the Jim Crow Laws illegal, along with segregation.
Reducing racism
Our frequent meetings aim to develop a friendship between these two races. This friendship is intended to bring happiness and loving feelings, not racism. Also, we will ban all forms of segregation. If we keep enforcing our policies and friendships, then we will all understand that we are all the same people. We will not compare ourselves highly or even lowly to other people. EX: Water Fountains for whites and water fountains for the colored. We will have multiple water fountains, but any race could drink from it. We can’t completely outlaw racism, for it will override our first amendment, which consists of freedom of speech. However, we can reduce it by making sure there are no forms of segregation and friendships are being created.
Housing of the freedmen
- We would build big houses with would support many African American families. (7-12) These houses will be big as one average apartment complex. Since there will be many families in the house, all the families will pay the rent together. The rent of the house will be comparatively less because there will be more than one family living in the house.
- This would help increase homeownership because we will have many African American families housed. They will work together to help each other with other activities (like education) and pay off the debt together.
- These houses are open to Whites as well. They are mainly to house the Freedmen, from the Freedmen's Bureau, but we believe in not segregating towards anyone. If Whites need a house too, they are welcome to live in these houses.
- Single men or single women will be given one bedroom and one bathroom to share with another man or woman. (We will not mix genders to share rooms if they are not married.)
schooling
We know that in segregated schools, the white schools have better teachers. Since we want to completely ban segregation, we will not differentiate between white and colored schools. We will also give better training to the African Americans who wish to be teachers, so the Americans and African Americans, both, can work together, as students and faculty members, in a school, which will hopefully develop a positive reaction resulting in friendship. If needed, we will also send people from the North, Bureau, and Operation Civil War Reconstruction to help teach and monitor the educational aspect of reconstruction.
We will also have school packs. In every classroom, depending on class size, there will be school supplies provided from the Bureau. Since the South is currently in the state of depression and reconstruction, money is not commonly found. We will provide the students with all supplies necessary for the class. However, they will have to buy their own uniforms.

transportation
We will start building railroads to help transportation. We will build railroads to help the goods move around. Through this efficient way of moving things, it will help speed up our economy. It will also create more jobs. People would have to attend the people in the train, drive the train, control the train's parts, and monitor the trains so no train crashes another. We can also have people who build the trains and rail roads. Once we have gotten a lot of experience through this way of transportation, we can have people also travel through railroads and trains.
tenant farming and sharecropping
Sharecropping is the act of which a landowner rents out his land to a farmer. The farmer grows crops on that land. When the crop is grown, the yield crop is split between the landowner and farmer. (Landowner- usually40-60%). Tenant farming is where the farmer lives and grows crops on the land. He either gives crops, money, or both as a rent payment to the landowner. We will use both of these types of production to help grow more crops that can be sent to the North, manufactured, and exported. The more people we have in this field of business, the more yielded crops we will, and the more money we will get. Since the soil is fertile in the South, we should focus on preserving and embellishing this facet of our economy.
north factories and south farms
We will plan to get north and south factories working together by having them realize how much in common they are and that they are just as same. Show them that they can create a better earning and profit if they work together. South will harvest the ingredients while the North creates the products in good quality then it gets sold. Then the goods will be sold for a higher price for their material and there good manufacturing quality. The South will now produce more higher quality agricultural with the help of the North’s factories/machines/inventions. The North will now get better, richer material since they will no be working together with the South. Through payment, the South will also be able to recover from their depression. The South will send the (mainly agricultural) products to the North, which will export them. The North will also produce items in their factories.
protecting working citizens
We will help the working citizens by protecting their rights. We will stand up for them if their job is taken away, and help them find a new job. We will also make sure everyone does work by will and gets benefits. We will also have members of our various organizations to help monitor and protect all the citizens of this great nation.
We will also station the army in specific places where we believe that we may need protection. We will also have people monitoring work conditions to make sure nothing wrong is happening.

joB opportunities and creating more!
All residents of the US have an equal chance of getting a job. No employer should ever segregate over salary, work quality, and chance to the employ or employ candidate. All workers should be treated equally, and there should NEVER be any discrimination. Anyone may start their own business, but must employ at least one person to work for them. Proof of any discrimination done will be dealt with and essentially fined. We will create new jobs by exploring more fields, and creating more opportunities to get jobs. We will encourage citizens to start their own business. This will cause them the need to hire, and soon they will create jobs to assist in their practice.
laws to Be passed
Yes, we will pass laws to make sure that no one is denied the right to get a job. A white has to give a black the same chance to get a job. Everyone also has to be paid above 35 cents per hour. Everyone will be treated the same at jobs. Blacks and whites will be doing equal work.
helping recovery without slavery
We will help them create inventions of their own and factories to help them with their labor-intensive work. We will also have Northerns come South to help out with ideas. Our main plan is to show the South that there are many alternative ways to get their work done. The South will be growing various types of crops to help regain their economical prestige and escape the depression. The South will be sending its created products to the North, who will manufacture them through their factories and export them, for the Northern states have a phenomenal experience in exporting.
Our policy insures that everyone gets the same chance, salary, and work quality as their co-workers before the aspect of their specific work comes in place. We provide an equal chance to the newly freed men as the already freed men. There chance may be affected a little by the skills they have.

the army
We believe that anybody who would like to be in the army be in the army! Including the newly freedmen. Why should we segregate against one another if one wants to help protect this nation that we are all living in? Each member who decides to work in the army to protect our country, will get paid and will have special discounts on certain items. I will make sure to work with all the branches of the government and enforce the protection on the United States. As Secretary of Defense I believe that each and every person who lives in this country should have a right and a say into joining the army. As Secretary of defense I can assure you that this country will have a bigger and stronger army and that they will be treated fairly whether black or white, freedmen or not. We have rights, so why not use them by fighting in the U.S. Army.
helping the veterans
I am pleased to announce the latest contributions we have made to our veterans of the dreadful civil war. All donations we receive at our latest and greatest monuments and memorials as well as all of our local donation boxes. 50% of the admissions prices to enter the monument and museum will also be contributed to helping our cause. With all the money we are earning we hope to adapt our fierce soldiers into normal lifestyles. Since they don't have jobs, we will do our best to find them one. We will also make sure thy pick their passion, and not something they will have to put of with everyday. These veteran's deserve the honor for serving our country. We have to serve our veteran's as they served our country. It is our duty to do so. As Secretary of Veteran's Affairs it is my job and pleasure to ensure perfect happiness into our veterans impenetrable lives.
